Heydar Aliyev – International Education Grant Program (Azerbaijan Government Scholarship)

The Heydar Aliyev – International Education Grant Program is the Azerbaijan Government's flagship fully funded scholarship for international students. The programme was established to strengthen educational cooperation and support talented students from eligible countries to study at accredited higher education institutions in Azerbaijan. Up to 100 educational grants are awarded annually over a five-year period beginning with the 2026–2027 academic year. Successful applicants may pursue undergraduate, master's, doctoral, medical residency, or preparatory programmes while receiving comprehensive financial support from the Government of Azerbaijan. Applications are submitted through the applicant's nominated government authority, Ministry of Education, Ministry of Foreign Affairs, or the Embassy of Azerbaijan before the final online application stage.

- Be a citizen of an eligible country. - Be nominated by the relevant government authority (such as the Ministry of Education, Ministry of Foreign Affairs, or Embassy of Azerbaijan). - Meet the admission requirements of the chosen Azerbaijani university. - Hold the required academic qualification for the intended level of study. - Submit: - Completed application form. - Academic transcripts and certificates. - Valid passport. - Medical certificate. - Curriculum Vitae (where applicable). - Motivation letter. - Language proficiency document (if required by the institution). - Other supporting documents requested during the SIACAS application process
